Marine Ragnet

Marine Ragnet is the AI Lead at the NYU Peace Research and Education Program (PREP), where she directs research on participatory approaches to AI governance with a focus on digital sovereignty in the Global South. Her work examines how power asymmetries in technological development affect democratic oversight mechanisms, particularly in regions experiencing rapid AI adoption without corresponding governance frameworks. A core element of Marine's work involves creating practical AI oversight mechanisms that are accessible to communities typically excluded from technology conversations.

With over 10 years of experience across the public, private, and NGO sectors, Marine brings a multidimensional perspective to her work. Her work encompasses international policy, advocacy and multi-stakeholder governance approaches in complex global settings. She has extensively advised high-level officials of the U.S., French, and European governments on political and public affairs issues in complex environments. At the European Union Advisory Mission in the Central African Republic, she developed strategies to counter disinformation in a low-tech, post-conflict environment. As a Public Affairs Advisor, she developed expertise in translating complex governance frameworks into accessible mechanisms for stakeholder engagement, building consensus among diverse interest groups on sensitive policy matters.

Marine's experience also encompasses research positions at The GovLab, the U.S. Department of State, and the United Nations, where she tackled intricate issues related to technology governance, disinformation, and public-private partnerships. Fluent in French and English, She has authored publications on a range of topics including digital democracy, peacebuilding technologies, human rights and the impact of AI on international relations.
